Legal Framework for Public Action

Description

Learning outcomes: The aim of the course is for the student to understand the basic principles related to the welfare society and the organization of welfare services. By the end of the course, the student understands the basic concepts related to a well-being society and their ambiguity, and is able to apply what they have learned in examining societal phenomena. The course introduces the following common learning objectives of the bachelor's program in administrative sciences: understanding administrative systems and the ability to lead development work that considers societal needs. The student also develops problem-solving and critical thinking skills, as well as interaction competence. In terms of sustainable development, the goal is to learn to develop effective, responsible, and transparent institutions at all levels, ensure healthy lives and well-being for all ages, and promote partnerships between the public and private sectors and civil society. Content: 1) Public law in the Finnish legal system, 2) the basic principles and significance of administrative law, constitutional law, and European law in public activities, 3) public power and responsibility. Study and assessment methods: Lectures, group work/group exercises, and an exam. Implementation methods: Lectures max 15 hours, independent study/group work/group exercises. Learning materials: 1.
